CANBERRA, Jan 21 AAP - It would be a constructive step forward if Iraqi President SaddamHussein went into exile with immunity but it was unlikely to happen, Foreign MinisterAlexander Downer said today.

United States Defence Secretary Donald Rumsfeld and Secretary of State Colin Powellhave said they would encourage the plan, whereby President Saddam and his top aides wouldgo into exile with immunity from possible war crimes charges.

"In going into exile, that would be a constructive step forward, that would be an importantdevelopment," Mr Downer told the Nine Network.
